Infrastructure that
protects economies

Sahel Strategic Holdings is a project development company focused on critical petroleum storage and distribution infrastructure in the Sahel region of West Africa.

We identify, develop, and deliver fuel storage facilities that serve as strategic buffers against the supply chain disruptions, security incidents, and corridor volatility that regularly threaten economic stability across landlocked Sahel nations.

Our approach combines rigorous engineering (GIIP/IFC standards), bankable commercial structures (take-or-pay contracts), and deep understanding of the West African operating environment to create infrastructure assets that attract DFI financing and deliver consistent returns.

We work with international equipment suppliers, EPC contractors with West African experience, and Development Finance Institutions to bring world-class petroleum infrastructure to markets that need it most.

Resilience-First Design

Every facility is designed as a national resilience asset — creating strategic time buffers that decouple domestic supply from corridor volatility.

DFI-Bankable Standards

GIIP-compliant design aligned with IFC/WBG Environmental, Health & Safety Guidelines from day one. No retrofitting, no redesign risk.

Contracted Cashflows

Infrastructure-style revenue via take-or-pay capacity leases, throughput fees, and FX-indexed tariffs — not trading speculation.

Phased Execution

Stage-gated development with clear expansion triggers. Capital deployed only when milestones are achieved and demand is validated.

Mali Petroleum Storage
& Distribution Platform

A 60,000 m³ inland fuel storage and distribution depot at Diboli, Mali — at the Mali-Senegal border on the Dakar-Bamako corridor. Designed as a national resilience asset following Mali's 2025-2026 fuel crisis.

Storage Capacity

20 API 650 welded steel tanks: 12 for AGO (diesel, 36,000 m³) and 8 for PMS (gasoline, 24,000 m³) with internal floating roofs. Provides approximately 20 days of national fuel buffer.
